Protected access

Decisions may not be based on a characteristic protected by applicable federal, state, or local law. Eligibility and restrictions must use objective, versioned, role-appropriate criteria tied to scope, capacity, safety, and lawful authority.

Disability and language access

P.R.I.M.E. evaluates reasonable modifications, effective communication, and language access. An accommodation request receives documented review before an exclusion when feasible.

Fair referrals and services

Partner availability, referral status, services, completion, grievance access, and participant rights are handled consistently. Religious participation is not a proxy for motivation, worth, compliance, or eligibility.

Complaint and correction

People may use the conflict-free grievance process and retain external complaint rights. P.R.I.M.E. documents corrective actions and monitors retaliation and service continuity.
