P.R.I.M.E. works with service providers and community organizations through due diligence, a defined scope, minimum necessary information, reliable follow-through, and honest public representation.

Competence, accurate eligibility, safeguarding, confidentiality, nondiscrimination, dependable follow-through, incident routing, conflict disclosure, and truthful representation are required.
Nine stages to activation
Interest, fit, due diligence, collaboration design, agreement, training, tabletop test, controlled activation, and review. Exploratory contact is not endorsement or guaranteed referral volume.
Minimum necessary access
Partners ordinarily receive a referral-specific, time-limited workspace—not broad case access. Full participant search, unrelated notes, victim information, and unrestricted exports are prohibited.
